TheOfficeoftheGovernmentChiefInformationOfficerannouncedthatasof17February2021,LeaveHomeSafehadmorethan1milliondownloads. Startingfrom28January2021,thegovernmentstipulatesthatcitizensenteringgovernmentbuildingsorofficesmustscantheQRcodeontheirmobilephoneswiththeLeaveHomeSafeprogrambeforetheycanenter.[8] On2February,theChineseTemplesCommitteestatedthatitisnecessarytoscantheQRcodeofLeaveHomeSafetoentertheCheKungTempleinShaTin.TheWongTaiSinTemplerequiresthatfromthefirstdayoftheLunarNewYeartothe15thofthefirstlunarmonth,believerswhoenterthetemplemustscantheLeaveHomeSafeQRcodebeforetheycangetan"EntryPermit".[9] On10February,thegovernmentannouncedthatstartingfrom1March,governmentemployeesandcitizensmustscantheQRcodetorecordthename,contactnumber,anddateandtimeofthevisitwhenenteringallgovernmentpremises.Onthe18thofthesamemonth,thegovernmentrequiredrestaurantsandotherdesignatedpremisestoforcecustomerstouseLeaveHomeSafetorecordthewhereaboutsofcitizens,otherwisetheywillbefinedfor3to14days.[10] On22February,thenumberofdownloadsofLeaveHomeSafeexceeded2.69 million.InadditiontotoppingthedownloadlistinHongKong.However,intheAppStoreforApplemobilephones,LeaveHomeSafeisonlydownloadedbyregisteredusersin45countries,andonlyHongKongandMacaurankfirstindownloads.SomenetizenssaidthatnoonearoundthemusedLeaveHomeSafe,butthenumberofdownloadsincreasedsharply.Inaddition,therewerecommentsthatwerenotrelatedtoLeaveHomeSafe,suchasgamemicro-transactionadvertisements.Thereforethere'sdoubtthatthroughtheservicecompany,theapplicationfindspeopletodownloadalargenumberofrelevantprogramsandgivethemfive-starpraise,soastoraisethedownloadrankinglistofLeaveHomeSafe.ComparedwithGooglePlay,becausetheAppStorehasstrictercontrolsonthe"Rankinglist",Soitismoredifficulttobrushhighdownloads.ThegovernmentFacebookpage"TamarTerrace"statedthattheprogramcanbeusedbypeoplewholiveinHongKongortravelonbusinessortravel.Thegovernmentdidnotcommissionanypersonororganizationtopurchaseanyonlineadvertisements,butitdidnotanswerthenumberofrepeateddownloadsofLeaveHomeSafe.[11][12] Startingfrom1November2021,thegovernmentstipulatesthatcitizensenteringgovernmentbuildingsorofficesmustscanthe"LeaveHomeSafe"QRcodeontheirmobilephonesbeforeentering.Writingpersonalinformationisnolongerallowedasanalternative.[13][14]Thepolicywasextendedtocoverallpremisesstartingfrom9December.TheGovernmentpublishedtheTechnicalSpecifications,SecurityRiskAssessmentandAuditReportandthePrivacyImpactAssessmentReportoftheappadaylater.[4] on22May2022,thegovernmentannouncedanofficialsupporthotline18monthslaterofapplaunched. The“LeaveHomeSafe”telephonehotline26263066willbelaunchedtomorrowtohandlepublicenquiriesaboutinstallingorusingthe“LeaveHomeSafe”mobileapp,fromupdatesoftheapptostoringanddisplayofthevaccinepass.LeaveHomeSafehotlinetostart Thehotlinewilloperatefrom7amto9pmdaily. TheycanalsoseekassistancefromstaffattheOGCIOmobilesupportstationsat25MTRstationsontheuseof"LeaveHomeSafe". Newfunctionsoftheappwasannouncedon27January2022,includingtodisplayvaccinationrecord.[15] Permissions[edit] Accordingtothepermissionstatementof"LeaveHomeSafe"writtenontheGooglePlay,thepermissionsincludeusingthecamera,takingphotosandvideos,accessingdeviceandapplicationsoftwarerecords,capturingrunningapplicationsoftwares,receivinginternetdata,controlvibrationofthedevice,executeatstartup,preventdevicefromgoingtosleep,completenetworkaccess.[16] Accordingtothe"RecordAppActivity"functionatAppleIOS15,thisapplicationwilllinktodifferentwebsitestoexchangedata,including: www.regqr.gov.hk www.leavehomesafe.gov.hk firebaselogging-pa.googleapis.com device-provisioning.googleapis.com firebaseinstallations.googleapis.com Reactions[edit] WhenLeaveHomeSafewaslaunched,itwasquestionedforrequestingtoomanypermissions,including"readUSBcontent"and"checkWi-Ficonnection."Afterwards,LeaveHomeSafewasupdated,andtherequiredpermissionswerereducedfrom15to7.However,accordingtotheversion1.1.4oftheapplication,thepermissionoftheapplicationstillincludestheretrievaloftherunningapplications. Accordingtotheprogramdevelopmentforum,thisisatoolthatcanhelphackersinvade.WhilethetravelrecordsthatLeaveHomeSafeuploadstogovernmentwillbekeptfor7years,therecordsintheappwillonlybekeptfor31days.JohnnySo,barristerandamemberoftheProgressiveLawyersGroup,thinksthatitisunacceptableanddangerousforthegovernmenttoforcecitizenstouseprograms.Itisbelievedthatitwillsetabadprecedent,andpeoplethinkthatthegovernmentisinvadingpersonalprivacyonthegroundsoffightingtheepidemic. SomerestaurantsindicatedthattheywouldratheronlydotakeawaysthanhavingcustomersscantheQRcodeattherestaurant.Theywereworriedaboutwhethertheycouldprotecttheirprivacy.Somehotpotrestaurantspointedoutthattherelatedarrangementswouldnothelpthebusinesstoomuch.SomerestaurantsevenpostaQRcodethatmimicsLeaveHomeSafe,butafterscanningitwithamobilephone,itwilllinktoanunrelatedwebsite.[17][10][18] InFebruary2021,theHospitalAuthorityEmployeesAlliancequestionedthatLeaveHomeSafeisformonitoringthepublic,notforepidemicprevention.Subsequently,theInnovationandTechnologyBureauandtheHospitalAuthorityissuedarticlestorefutetheallegations.PatrickNip,CivilServiceSecretary,saidthattheLeaveHomeSafeprogramhasnotrackingfunctionandwillnotrevealprivacy.TheHospitalAuthorityEmployeesAllianceissuedastatementinresponse,sayingthattheInnovationandTechnologyBureaumisledthepublicandmadeitdifficultforthepublictofeelatease.Italsocriticizedthegovernment'spoorperformanceinepidemicpreventionandifthegovernmentcontinuestoignorepublicopinion,itwillonlyfurtherdeepenpublicgrievances.TheorganizationstatedthatinthenextweekitwillcontinuetoappealtocitizensindifferentareastoboycottLeaveHomeSafe.[19] Controversies[edit] Downloadstatisticsquestioned[edit] ExceptforHongKong,MacaoandChina,downloadsfortheapp"LeaveHomeSafe"ranksfirstincountriesincludingAntiguaandBarbuda,Bermuda,Bahamas,Belize,CapeVerde,Fiji,Micronesia,Guinea-Bissau,Iceland,CaymanIslands,Laos,Niger,PapuaNewGuinea,SolomonIslands,TurksandCaicosIslandsaswellasBritishVirginIslands.SomecountriesmentionedabovedonothaveacloserelationshiporfrequentcommunicationswithHongKong,somenetizensthinksthat"someone"hasaskedforhelpfromsomecompanytoincreasedownloads.[20] Mandatoryuse[edit] TheGovernmentstipulatesthatstartingfrom1November2021,peoplemustscanthe"LeaveHomeSafe"QRcodewhenenteringgovernmentvenues,includinghospitalsandmarkets,andcannotusehandwrittenformstowritedownpersonalinformationasanalternative.ThisisdifferentfromwhattheSARgovernmentclaimedatthebeginningtheywillnotforcepeopleusing"LeaveHomeSafe"andisbeingcriticizedasbacklash.[21] Exceptforpeopleunder12andaged65orabove,andpeoplewithdisabilitieswhohavedifficultyinusing"LeaveHomeSafe",allpersonsenteringthefollowingpremisesmustusethe"LeaveHomeSafe"apptoscantheQRcodeonthespotafterregistering.Itisforbiddentowritedownpersonalinformationonpaperasasubstitute.Since29April2021,themandatoryscanningwasextendedtosomerestaurants,bathrooms,barsorpubs,partyrooms,nightclubsetc.Startingfrom9December2021,allrestaurantsandplacesofpublicentertainmentrequiredthescan.[22] AcommunityorganizationconcernedabouttheissueofthehomelesspeoplestatedthatitisobservedthatlessthanaquarterofthehomelesspeopleinHongKonghavetheirownsmartphone,butthegovernmenthasnotstatedwhetherthehomelesspeoplecanbeexemptedandworriedthattheuseofpublicfacilities,suchastheSocialWelfareDepartment,sportscentreandtheLaborDepartmentwillbeaffected.Theydescribethat"thegovernmentissettinganewpovertyline".[23] AninjuredmanwithabloodyheadrushedtotheaccidentandemergencydepartmentofQueenElizabethHospitalandbeingforcedtoscantheQRcodeofthe"LeaveHomeSafe"beforeenteringtheaccidentandemergencydepartment.However,citizensarealreadyrequiredtoprovidepersonalinformationwhenregisteringattheaccidentandemergencydepartment,requestingemergencypatientstousethe"LeaveHomeSafe"beingcriticizedasunnecessary,disturbingandannoyingtothepublic.[24] TheHongKonggovernmentstatedthatstartingfrom1November2021,citizensenteringthemarketareforcedtouse"LeaveHomeSafe".Itisforbiddentowritedownpersonalinformationassubstitute.Somepeoplestatedthattheywouldnotenterthemarketandwouldchangetobuyfoodfromstallsoutsidethemarketorsupermarkets.Somevendorssaidthatsomecustomerscalledtorequestdiplomaticreceiptofgoodsoutsidethemarket.Somevendorsexpectedthatthebusinesswouldbereducedby20to30%,thinkingthatthemeasuresareunfairtothem.[25]ChenYuen-fai(陳袁輝),thechairmanofYauMaTeiMarketTenantsAssociation(油麻地街市枱商聯會),pointedoutthattherearedifficultiesinimplementation.Thecurrentgovernmentmarketsuffertheshortageofmanpower,itisdifficulttoarrangepeopletocheckeveryentranceandexit.Asaresult,peoplecangetintothemarketinsomeentrancesandexitswithoutcheckingtheir"LeaveHomeSafe".ItisestimatedthattheentireHongKongneeds2,000securityguardstofulfilltheneeds.Healsoworriesthatpeoplewillreduceenteringtothegovernmentmarket,preferringtopatronizetothestreetvendors,criticizingthemeasurescausingfewerbusinesstothemerchants.[26] Fakeapps[edit] On1November2021,thepolicehasarrestedfivepeopleinImmigrationTowerforusinganimitationapp.Threeoftheseweregovernmentemployeesandtheothertwowerecontractors.[27]Morewerearrestedlaterforusingitintherestaurant.
