ItwastheDeclarationofSaint-OuenthatpreparedthewayfortheRestoration.BeforetheFrenchRevolution,whichradicallyandbloodilyoverthrewmostaspectsofFrenchsociety'sorganisation,theonlywayconstitutionalchangecouldbeinstitutedwasbyextractingitfromoldlegaldocumentsthatcouldbeinterpretedasagreeingwiththeproposal.Everythingnewhadtobeexpressedasarighteousrevivalofsomethingoldthathadlapsedandhadbeenforgotten.Thiswasalsothemeansusedfordiminishedaristocratstogetthemselvesabiggerpieceofthepie.Inthe18thcentury,thosegentrywhosefortunesandprestigehaddiminishedtothelevelofpeasantswouldsearchdiligentlyforeveryancientfeudalstatutethatmightgivethemsomething.The"ban,"forexample,meantthatallpeasantshadtogrindtheirgrainintheirlord'smill.Therefore,thesegentrycametotheFrenchStates-Generalof1789fullypreparedtopressfortheexpansionofsuchpracticesinallprovinces,tothelegallimit.Theywerehorrifiedwhen,forexample,theFrenchRevolutionpermittedcommoncitizenstogohunting,oneofthefewperquisitesthattheyhadalwaysenjoyedeverywhere. ThuswiththeBourbonsRestoration,theChambreIntrouvablesetaboutrevertingeverylawtoreturnsocietytoconditionspriortotheabsolutemonarchyofLouisXIV,whenthepoweroftheSecondEstatewasatitszenith.Itisthiswhichclearlydistinguishesa"reactionary"froma"conservative."Theconservativewouldhaveacceptedmanyimprovementsbroughtaboutbytherevolution,andsimplyrefusedaprogramofwholesalereversion.Useoftheword"reactionary"inlaterdaysasapoliticalsluristhusoftenrhetorical,sincethereisnothingdirectlycomparablewiththeChambreIntrouvableinthehistoryofothercountries.
