這篇規範性的著作，係由美國維吉尼亞理工學院暨州立大學（VirginiaPolytechnicInstituteandStateUniversity）公共行政與政策中心（CenterforPublicAdministrationandPolicy）的五位知名學者（GaryL.Wamsley,CharlesT.Goodsell，JohnA.Rohr,OrionF.White,JamesF.Wolf）以腦力激盪方式所共同完成，於1983年春首次公開發表，全名為「公共行政與治理過程：轉變美國的政治對話」（PublicAdministrationandtheGovernanceProcess:ShiftingthePoliticalDialogue），簡稱黑堡宣言（黑堡係維吉尼亞理工學院暨州立大學之主要校址所在地）。

其後該宣言在公共行政學官兩界廣為流傳，深受矚目，並激發許多人對「公共行政在美國治理過程中的角色」之議題，進行對話、研討與辯論。

本文旨在對黑堡宣言作一深入的介紹與析論，並從宏觀的角度探討其在公共行政學術發展中之定位，進而以本土化的眼光闡述其對我國公共行政學術界與實務界之啟示。

全文共分六段，從第一段簡述公共行政的核心議題─民主與行政，導入第二段黑堡宣言撰寫的緣起與過程，第三段則描述黑堡宣言的內容與論點，第四段析論黑堡宣言在公共行政學術生態中的定位，第五段研討黑堡宣言對台灣民主化之啟示，最後本文從「重建公共行政」（RefoundingPublicAdministration）與「政府再造」（ReinventingGovernment）角度，提出一些思考的方向與議題，供我國公共行政學術界與實務界參考。
