Wamsley與其同仁CharlesT.Goodsell，JohnA.Rohr，OrionF.White與JamesF.Wolf等五位教授，於1983年在紐約希爾頓飯店召開了第一次的發表會，會中邀請了三十多位的學者專家，大約以二十分鐘的時間宣讀了這份宣言全文，獲得與會學者熱烈的迴響，為公共行政開啟另一層次的思惟方向，並觸發日後公共行政在美國治理過程中之角色的對話與爭辯。

瓦爾多（DwightWaldo）曾言：「公共行政的性質與範圍，研究方法與教學已經發生問題，歷經二十年的批判後，認同危機尚未圓滿解決，大多數與此有關的公共行政重要理論問題，迄今仍在危機中。

」是以，美國公共行政學界之於理論的建構，仍處於「認識論」層次的爭論而迄今未有共識。

面臨公共行政理論建構上的困境，黑堡學者魏思立認為，公共行政的發展，並非單一理論所能含攝，而且也無此必要，相反的，學界所要做的是逐步發展一種新的「公共哲學」（PublicPhilosophy）─以規範性理論為基礎的公共哲學。

即便短期內無法獲致學界的共識，但也可藉由相互歧異的觀點展開辯證對話，逐步的建構「公共哲學」的基礎，作為將來理論化與實務運作的標竿。

據此，公共行政學者應從「應然」的規範觀點，進行檢討、反省與對話，「黑堡宣言」（BlacksburgManifesto）其目的除了嘗試釐清美國政治系絡下對於官僚體制的錯誤印象，以及對公共行政的誤解外，更重要的是從「實用哲學」與「民主理論」的角度，建構一個民主的公共行政。

緣此，本論文之研究方向有四：1.闡明「黑堡宣言」的歷史系絡與理論意涵。

2.分析「黑堡宣言」與「新公共行政」之異同，以及黑堡學者對新政府運動的回應。

3.探究「黑堡宣言」觀點下「公共利益」與「民主行政」之實質內涵。

4.就理論與實踐層面，嘗試析論「黑堡宣言」對於公共行政遠景之建樹與啟發。

本論文章節安排如下：第一章緒論：旨在說明問題的緣起、研究動機及目的、概念界定、以及研究方法與限制等。

第二章黑堡宣言的緣起與理論意涵：旨在說明Wamsley等黑堡學者草擬「黑堡宣言」的歷史系絡、宣言內涵、參與學者、以及其在認識論上的基礎等。

第三章黑堡宣言與新公共行政、新政府運動的比較分析：本章首先比較分析歷經1968年及1988年兩次「明諾布魯克會議」（Minnowbrook）的「新公共行政」，與黑堡宣言大聲疾呼之「重建民主行政」（RefoundingDemocraticPublicAdministration）在思想系絡、與概念上之異同，其次，概述黑堡學者對於新政府運動的回應。

第四章黑堡宣言對民主公共行政的啟發：本章依循黑堡宣言論述的民主治理概念，首先探詢民主行政之真意，繼而以黑堡學者Goodsell倡言之公共對話釐清公共利益，最後討論建構公共哲學的可能性。

第五章結論：總結黑堡學者對於公共行政的反省、對理論研究的發展、以及對台灣本土之啟示提出個人意見。
